Help Me Howard: Alleged Illegal Hotel In Chinatown Apt. Building
A Manhattan man moved into what he thought was a regular apartment building in Chinatown, until he found out people were running an illegal hotel on the top floor. But when his complaints fell on deaf ears, he called Help Me Howard.
