I think it may be necessary because when I was in high school 15 years ago in florida hugging was banned because kids would exchange drugs this way. At the time it upset me, but now I understand why it was/is necessary.
The majority of our students engage in appropriate hugging while some are taking it to an extreme The hugging, hand holding, etc. is more an expression of a "relationship" rather than a sign of support amongst friends.
In a world where kids need all the love they can get, how can officials deny a hug?
I think hugs are a good thing. Yes we need to keep in mind what day and age we live in so the 3 second rule is probably a good thing. There are many children out there who might only get a hug when they are in school. As sad as that might sound it is true.
