Who Are These Guys?

Two weeks ago Help Me Howard paid a visit to a Bronx neighborhood, where a gigantic trailer housing an MRI machine mysteriously appeared this past Winter.

According to residents, the trailer first appeared back in December 2009 and began operation this March. Problem is the noise is annoying and constant and residents are fearful of living next door to an MRI machine that runs up to 14 hours a day.

As one local resident says: "They just dumped this in the middle of the night. They just put it in! They broke the whole driveway and the place up! We didn't know what it was until maybe March, when the sign of the building went up and it said MRI."

Since then residents have had to live with the noise, exhaust and no communication from the MRI operator or the landlord of the building where it's parked.

Employees of the MRI office "Eastern Precision Medical" haven't been of any help either.
After several visits, they have been resistant even to telling Howard who owns and/or runs their operation. He was asked to leave the premises and then promised a call from their attorney, but no one ever called.

But even though the owner of the MRI facility remains a mystery, research has turned up the owner of the property on which the trailer sits. It belongs to a corporation called Fitore Realty. Several calls were made to that company, but they were either not returned or the numbers had been disconnected.

So what does this all mean? It means that so far, after speaking to The New York State Department of Motor Vehicles, The New York City Health Department, The New York State Department of Health, The New York City Department of Buildings, the New York City Department of Environmental Protection, and The New York City Environmental Control Board, none of them knows who regulates a giant trailer, housing an MRI machine, that is illegally parked!

A Friday June 4th NYC Department of Buildings hearing was postponed to July, at the behest of the owner's attorney's and several violations from the DEP remain ignored. Just who are these guys that they can continue to operate uninterrupted and flip their noses at the city?

Stay tuned because Help Me Howard will find out.

I've been following this story and finally called a friend of mine who is an owner/operator of a semi and who regularly hauls trailers. He told me the following:

1. The trailers have their own license plates and fall under federal regulation, so you could contact the ICC.

2. You could run the plates and find out who the trailer belongs to and who requested the delivery. That way, you may wind up with the name of the MRI company.

3. If the trailer is in fact illegally parked, you don't even need to find out who owns it - you can just call a towing service and have it removed. It would then be up to the owners to get it back, but it's pretty expensive.

Good luck.

If a vehicle/trailer is in a driveway of a building it can't be towed. You do not need any kind of permit to park in a driveway people.

Sue or call the cops and put in a noise/nuisance complaint because the company with the noise machine because it is creating a disturbance in a residential neighborhood.

Get politics involved.

Article from a NY Times article (June 2001) on a mobile MRI trailer parked in Astor ave, Bronx, affiliated with a bronx health center

Another article from 2009 about a retired NYU doctor who gives free MRIs in a trailer. He was stationed at Staten Island until earlier this year. May be a lead?

For some reason this story struck a cord with me. Something certainly did seem fishy. I decided to do a little digging of my own and SHOCKINGLY found that James Vacca never actually contacted the owner and more importantly never received anything in writing. When I tried to track down the document that he claimed to have gotten from the owner it did not exist!!! Sounds like another sleazy politician simply manipulating the facts in an effort to help no one other than himself! Perhaps upcoming elections??? But I do have to say Howard, how is it that you did not verify this information?? Very disappointing!
